The
SME has introduced a technical bulletin series to address MDM/R topics that=
are
new or of current interest to LDCs. The bulletins will be emailed to LDCs
periodically and can also be accessed through the SME website’s ̶=

The
SME website has been updated to include more information about how to subsc=
ribe
to its RSS feeds.
The
SME recently received valuable feedback from LDC employees indicating that =
they
use the website’s RSS feeds less than the other web pages and tools. =
The feeds
have been a feature of the website since it launched in August 2010 and all=
ow
visitors to control the flow of news information they receive, and opt-in to
specific SME-related news content. Visit the RSS Feed page=

As
part of its validation and estimation processes, the MDM/R validates meter =
read
data when it is loaded into the MDM/R and before framing the data into the =
TOU
billing quantities or “bins.”* It also assigns a validation sta=
tus
to each hourly interval of meter read data, which can be one of the followi=
ng:

Validated
(VAL)

Estimated
(EST)
· =
Not
Validated (NV)
· =
Needs
Verification Editing (NVE)
Framing
refers to how the MDM/R sums interval consumption into the TOU bins (e.g.
on-peak, off-peak and mid-peak) for a given day. The MDM/R will frame a
day’s interval data into TOU billing quantities as long as the interv=
als
have a VAL, EST or NV status. However, LDCs will be required to verify or e=
dit
all intervals assigned with NVE status within a day before that day can be
framed.
The
MDM/R Validation, Estimation and Editing (VEE) process allows the MDM/R to
perform estimation if specified by the VEE service selected by the LDC. In =
the
cases when intervals cannot be estimated or used, the MDM/R will indicate t=
hat
data must be corrected by an LDC before the MDM/R can provide billing
quantities.
When
an LDC requests TOU billing quantities, the MDM/R’s billing quantity
response logic will calculate the daily framed TOU values and provide the t=
otal
on-peak, mid-peak and off-peak consumption values for the entire billing
period. In the event that daily framed values are unavailable, the
MDM/R’s billing quantity response will provide a transaction status (=
or,
“error condition”) and will not include the TOU values.
